外國人來華需要注意哪些
外國人來華工作許可是中國政府對外國人申請到中國工作實行統(tǒng)一準(zhǔn)入標(biāo)準(zhǔn)和審批監(jiān)管的全新制度，是對原有制度的改革和完善。改革重點實現(xiàn)五個統(tǒng)一：
統(tǒng)一管理職能，實行權(quán)責(zé)一致。外國人來華工作由原申辦外國專家證、外國人就業(yè)證改為統(tǒng)一申辦《外國人工作許可證》，我省統(tǒng)一由市(州)外專部門進(jìn)行辦理。
統(tǒng)一評價標(biāo)準(zhǔn)，實行分類管理。制定了《外國人來華工作分類標(biāo)準(zhǔn)(試行)》，綜合運用計點積分制等政策工具，來華工作外國人員分為高端人才(a類)、專業(yè)人才(b類)以及其他人員(c類)。設(shè)計了積分要素計分賦值表，達(dá)到85分認(rèn)定為a類，60分以上為b類，60分以下為c類。
統(tǒng)一申請條件，規(guī)范精簡材料。簡化歸并申請材料，實現(xiàn)信息互聯(lián)互享，提交材料的數(shù)量壓縮了近一半。
統(tǒng)一審批流程，實行一網(wǎng)辦理。使用全國統(tǒng)一的“外國人來華管理服務(wù)系統(tǒng)”，實現(xiàn)網(wǎng)上申報、過程留痕，讓數(shù)據(jù)網(wǎng)上行，讓企業(yè)少跑路。
統(tǒng)一證件名稱，實行一號管理。全新的《外國人工作許可證》，給予外國人一人一碼，終身不變，動態(tài)管理記錄外國人工作、信用等。
