浙江金華市浦江縣是著名童話大師《神筆馬良》的作者洪汛濤的家鄉(xiāng)。百年名校浦陽一小(馬良小學(xué))是洪汛濤的母校，校內(nèi)建有全國人大常委會原副委員長顧秀蓮題寫?zhàn)^名的洪汛濤紀(jì)念館。

洪汛濤先生，不僅創(chuàng)作了以《神筆馬良》為代表的優(yōu)秀童話作品，還創(chuàng)作了以《童話學(xué)》為代表的大量理論著作。洪汛濤先生熱心兒童文學(xué)教育事業(yè)，上紀(jì)80年代初，熱情扶持和指導(dǎo)的湖南鳳凰縣箭道坪小學(xué)童話引路教改實(shí)驗(yàn)，使之成為具有全國影響的童話教學(xué)典型。1988年，洪汛濤先生親自主持了全國首屆少年兒童金鳳凰童話寫作大獎賽,培養(yǎng)了大批兒童文學(xué)寫作新苗。

為紀(jì)念童話大師洪汛濤先生《神筆馬良》創(chuàng)作60周年和洪汛濤先生扶持和倡導(dǎo)的童話引路教改實(shí)驗(yàn)三十周年，繁榮祖國兒童文學(xué)教育事業(yè)，中國兒童文學(xué)研究會等多家單位和學(xué)術(shù)團(tuán)體，決定于2022年4月12日，在浙江浦江縣聯(lián)合舉辦全國第二屆少年兒童牧童杯童話創(chuàng)作大獎賽頒獎典禮暨全國首屆小學(xué)童話教學(xué)觀摩研討會。
